International Learning Exchange Application and Selection Process:


International Learning Exchange (ILEX) provides training opportunities at 3 different times throughout the year.

If you would like to apply to the program please download this application and instructions. If you are unable to download the application and instructions please email us at info@ilexchange.net to request an application. We can email you the application or send it to you by first class mail.

When you have completed your application, please return the application to International Learning Exchange at: International Learning Exchange , P.O. Box 990, Skowhegan, ME 04976, U.S.A. You can also email your completed application to us at info@ilexchange.net Once International Learning Exchange receives your application, it will be reviewed and ILEX will email/telephone you to schedule an interview. International Learning Exchange participants are carefully selected on the basis of their education, the quality of their professional interests, their flexibility and potential for adapting to a new and different setting. Typically, at the end of an interview, the applicant is informed as to whether he/she has been accepted into the program.

After the participant has been accepted into the program and placed with an agency, a training plan will be written with input from International Learning Exchange , the program participant, and their placement agency. The completed plan is then emailed to the participant for review and a signature. Once the training plan has been returned with a signature, the applicant's completed application, training plan and all the necessary documents are sent to the Council of International Programs, USA (CIPUSA). They are the sponsor for the J-1 training visa and will process your DS-2019 form. The DS-2019 form is required to obtain a J-1 trainee visa from the U.S. Embassy. CIPUSA will send the participant a package with a welcome letter, a DS-2019 form, information about the health insurance, medical forms, liability waiver, and a training plan. CIPUSA will send original papers only to the applicant that has applied to the program and not to any other party. It is the responsibility of the participant to complete the necessary paperwork and fax or mail the requested documents to CIPUSA.

When making an appointment at the embassy, all J-1 trainees are now subject to a $100 USD SEVIS fee (using Form I-901). The fee is imposed to support the U.S. Government Student Exchange and Visitor Information System to maintain accurate and secure information on exchange visitors to the United States. This fee must be paid before appearing for your visa interview. Embassies will not issue a J-1 trainee visa until this fee has been paid. For instructions on how to pay the $100 USD SEVIS fee please visit the website at www.fmjfee.com . International Learning Exchange recommends that you complete the Form I-901 online and make payment using a credit card or a debit card to help expedite the process.

How to Apply:


  • Complete the CIPUSA/International Learning Exchange application in English. (application here)
  • Clearly type or print on the application form (if we cannot read the application it will not be processed)
  • Include a complete mailing address, home or work telephone number and active email address
  • Include 4 passport photos with this application
  • Include copies of your degrees or certificates
  • Include three letters of reference; two professional and one personal
  • Mail completed application and above information to International Learning Exchange , P.O. Box 990, Skowhegan, ME 04976 U.S.A.
It is important that International Learning Exchange can reach you. Due to the time differences we prefer to use e-mail to facilitate quick and easy communication. If you do not have access to email we suggest that you apply for a hotmail or yahoo account. International Learning Exchange has a rolling application process (no due dates).
